Biography

Allan joined USAID/South Africa in 2001, initially working as a Program and Project Development Officer for the Urban Settlement, Economic Growth and Health Teams. Later he joined the USAID/Southern Africa Regional Economic Growth Office serving as a Senior Project Development Specialist. He is currently the USAID Contracting Officer’s Representative (COR) responsible for managing the $34 million USAID/Southern Africa Mobilizing Investment Project. He has over 20 years experience designing, implementing, and managing international development projects. His technical specialty is in development finance, impact investing and development credit guarantees.

Prior to joining USAID he was Acting Executive Director for Strategic Planning at the Johannesburg Metropolitan Council. He started his development career as a researcher at the Urban Foundation, a South African private sector policy think tank advocating for transformation during the apartheid era. He has a Master’s degree in Town and Regional Planning from the University of Natal Durban and a Post Graduate Diploma in Property Development and Management from the University of the Witwatersrand.
