Biography

In August 2008, Mr. Victor Bangura joined the Sierra Leone Investment and Export Promotion Agency (SLIEPA) as an Investment Promotion Officer, which is now a Directorate within the National Investment Board (NIB) as provided in the NIB Act 2022. In March 2011, he was promoted to Investment Promotion Manager and later as Director of Investment Promotion in 2019. His main responsibilities include providing leadership and direction to the Investment Promotion Department and assisting the Chief Executive Officer of SLIEPA on issues relating to investment promotion and investor facilitation. His responsibilities also include coordinating with other Ministries, Departments and Agencies (MDAs) of the Government of Sierra Leone, private sector associations and development partners on private sector development generally and investment promotion specifically. He has been part of developing the country’s development masterplans over time and also involved in project development and implementation for SLIEPA and the NIB. He was the lead facilitator in the development of Sierra Leone’s Agribusiness Investment Approval Process (AIAP) to guide agribusiness investors on their journey from initial inquiry to post-establishment. He has represented Sierra Leone at international platforms related to private sector development and investment.

In May 2024, in addition to his role as Director of Investment Promotion, Mr. Bangura was redeployed at the National Investment Board (NIB) Secretariat as its Acting Chief Operations Officer to support the transition process of the NIB into a One-Stop-Shop and to provide oversight on the general operations of the NIB.
